Our Process

Select providers Icon.

1. Select providers

Before anything else, we identify which providers fulfill a certain need. For example, the best internet plans for seniors look very different from those for students.

Read provider documentation Icon.

2. Read provider documentation

We go straight to the source and study what a provider says about their plans. We look at broadband labels to identify predicted download and upload speeds, latency, and overall performance.

Measure real-world performance Icon.

3. Measure real-world performance

Next, we evaluate the actual performance of providers to determine service quality. Because we can’t test connection at every single location ourselves, we look at FCC Measuring Broadband America data and Ookla. Our focus is on median peak-time performance (7–11 p.m.) to measure how an ISP performs when most users are online.

Analyze pricing and plan structure Icon.

4. Analyze pricing and plan structure

We investigate pricing structures by looking at monthly fees, installation charges, equipment rentals, and any other hidden costs to assess overall value for money. Another element that informs our analysis is bundle discounts and whether they provide any value or are just a marketing gimmick.

Test support in real time Icon.

5. Test support in real time

We spend hundreds of hours contacting providers and assessing their customer support. Some things we look at are average wait times, problem resolution rate, language options, and the number of available channels.

Survey real subscribers Icon.

6. Survey real subscribers

We send surveys to customers to find out if they are happy with the service they are getting. We also pull data from online forums such as Reddit and Discord about ISP performance, billing transparency, and customer satisfaction.

Organize data and assign a final rating Icon.

7. Organize data and assign a final rating

Based on a carefully developed set of criteria of 25+ metrics, we turn our findings into an easy-to-understand score for each provider. Our ratings are reviewed by an advisory board before being published on TIUSA.

Further updates Icon.

8. Further updates

And that’s not all. We keep an eye out for provider updates, industry trends, and competitive offers, and revisit our ratings when we think they need a spring clean.

Data Sources

We are completely transparent about where we get our data. Our evidence-based approach relies on statistics from credible sources.

Broadband Labels

FCC-mandated labels that providers must include for each plan. These outline speed, latency, data caps, equipment fees, and any legal fine print that customers need to be aware of.

FCC (Federal Communications Commission) Data

The FCC publishes broadband coverage maps and reports using data filed by providers. These help us hold providers accountable by comparing real vs. predicted performance.

American Customer Satisfaction Index (ACSI®)

The ACSI carries out an annual study of telecom providers by interviewing thousands of customers. It is a measure of consumer satisfaction with American internet and TV plans.

Ookla Speed Test

Ookla is a database of speed test data from millions of users worldwide. Ookla also licenses our speed test tool, which helps our customers understand if their internet is delivering on expectations.

Targeted Surveys

We conduct annual surveys with our telecom customers to understand their experience of a provider’s services and see what areas they were happy with or not.

Hands-on Testing

We carry out speed tests to assess broadband performance. We also contact customer service ourselves to see how easy it is to reach a real person when there is a problem with your internet or TV.

ISP Evaluation Criteria Breakdown

We review every internet provider on our panel across four categories: Pricing & Value, Performance & Reliability, Customer Satisfaction & Experience, and Additional Features & Services.

Let’s dig deeper into these and understand how much each metric affects the overall provider rating.

Metric Weightage Description
Pricing & Value
See Breakdown
30% We find out how affordable a provider is by looking at what you’ll actually pay rather than just the advertised plan price.
Things that we explore are how much a customer is actually paying per Mbps, the length of the money-back window, and whether the equipment is free. These help customers understand how transparent a company is about their pricing structure.
Performance & Reliability
See Breakdown
30% Just because a provider lists a speed on their label does not mean that is what you actually get. We are interested in how much ISPs deliver on the promises they make in their advertising. The difference between actual and advertised speeds, packet loss, data caps, and when they come into effect - these are all important considerations for us to give a provider a certain score for performance.
Customer Satisfaction & Experience
See Breakdown
30% By using the ACSI survey as a baseline, we study how customer satisfaction with a provider changes over time. Users are often disappointed when prices suddenly go up after the promotional period or when a provider does not offer many support options. This is a very important metric for our rating because it tells us how customers actually feel about their ISP.
Additional Features & Services
See Breakdown
10% When there are so many providers available, what sets one apart from the others? That’s where the bonus features or perks come in. These are things like free Wi-Fi extenders or built-in security that make customers feel they are getting a good internet and much more for the price they pay.

Frequently Asked Questions

Do you test the internet service yourselves?

We don’t test any internet equipment or Wi-Fi equipment ourselves because real-world performance can vary. However, we do carry out speed tests in different locations to get a fuller picture.

Our team updates the data as soon as new information comes from our partners. Apart from that, all content is reviewed every quarter to make any changes as needed.

Providers can review our methodology and submit additional data or context to ensure an up-to-date evaluation.
Any new information is assessed as per our standards before making a judgment.

ISP performance can vary significantly depending on location and area type. For example, the same plan tested on a hilltop apartment in Los Angeles might deliver very different speeds vs. a two-story home in the Bay Area.
We analyze performance using data from multiple sources, like provider disclosures, real-world speed test data from sources like Ookla, and broadband reports. This approach makes it simpler for us to understand how regional differences impact factors like internet speed rather than relying on a single test environment.
By using this approach and combining our sources, we can provide a more balanced overview of location-based differences in service quality.

Yes. We include customer reviews (submitted to us or sourced from online discussion forums like Reddit) because we believe real-user feedback is essential for a thorough analysis of internet performance.
